William Wallis Baldwin was born in Birkenhead, Lancashire, England in 1851 and was articled to William Hardie Hay (1813?-1901) and James Murdoch (1823?-1915) of W. & J. Hay in Liverpool. He commenced independent practice in Manchester in 1880 and was briefly in partnership with William Richardson in Manchester until 1881. From May 1881 he was in partnership with Thomas Muirhead (1855-1921) as Muirhead & Baldwin in Manchester. The partnership was dissolved in 1889, following which Baldwin moved to Watford, Hertfordshire and set up a practice at 35 Lincoln's Inn Field, London. He was elected Vice-President of the Manchester Architectural Association in 1883. He died on 23 July 1933. At the time of his death he was living at White Cottage, Church Road, Watford, Hertfordshire.
