Clifford Saunders Banks was born in Putney, Surrey [now London], England on 5 September 1880. After serving an apprenticeship as a carpenter and joiner in Putney, London from 1896 to 1900, he worked as an assistant to Cooke & Co. in 1900 and to Thomas Woodbrldge Biggs with whom he was articled from 1900 to 1903 [or 1904]. Banks commenced independent practice as an architect in Putney in [1903 or 1904]. By 1908 he had relocated his practice to Croydon, Surrey [now London] where he was in partnership with Arthur Latimer Dartnell as Dartnell & Banks. The partnership was dissolved on 19 November 1908.
Banks practised as an architect until at least the late 1920s. He was elected a Licentiate of the Royal Institute of British Architects (LRIBA) in 1911. His address was given as Highfield House, Oakfield Road, Croydon, Surrey in 1914 and 1939. He died in 1940 and was buried at St John the Evangelist in Shirley, Surrey on 10 July 1940
