Thomas Albert Beavan was born in Cardiff, Glamorgan, Wales in 1880. Nothing is known about his training as an architect. From c.1904 he was in partnership with John Allan Speir (1880-1953) as Speir & Beavan in Cardiff. Between c.1904 and 1908 they designed new branch libraries and reading rooms in Barry, Cathays and Canton in Cardiff and in Newport. Wales. Cottages designed by Speir & Beavan are discussed and illustrated in Modern Cottages, Villas & Bungalows. A second series of Designs for Suburban & Country houses from £150 to £1,500 to build by Hugh B. Philpott (London: John Dicks Press Ltd., 1914 p.18, 28).
Beavan's address was given as 4 Park Place Cardiff in 1911 and 2 Newport Road, Cardiff in 1920. He died in Cardiff on 6 January 1920
