Hubert Rawson Bewlay was born in Birmingham, England in 1869 and was articled to Jethroe Anstice Cossins (1830-1917) who was his uncle by marriage. In c.1896, with Cousins and Frank Barry Peacock (1859-1937) he formed the architectural partnership Cossins Peacock & Bewlay. When he became ill, he was replaced in the partnership by his younger brother, Ernest Chawner Bewlay (1872-1942) in c.1900. In the 1901 England and Wales Census although he was aged only 31 he was described as a retired architect. He died in Moseley, Worcestershire on 13 March 1904
