Henry William Binns was born in Kensington, London, England on 24 March 1880. Nothing is known about his training as an architect. He was elected a Licentiate of the Royal Institute of British Architects (LRIBA) in 1934 and was in practice in London by the late 1930s.
His address was given as 51 Rusthall Mansions, South Parade, Acton Green, London in 1911; 23 Bloomsbury Square, London and 17 South Green, Southwold, Suffolk in 1939; and 131 Cheyne Walk, Chelsea, London and 16 St. Johns Hill, Woodbridge, Suffolk in 1956. He died at 16 St. Johns Hill, Woodbridge, Suffolk on 11 August 1956
