Walter Brand was born in Ipswich, Suffolk on 28 December 1872. He was articled to Brightwen Binyon (1846-1905) in Ipswich from 1889 to 1893 and worked with him as his assistant until 1895. He also studied at Ipswich School of Science and at Art, Heatherleys School of Fine Art and at South Kensington Museum in London. He qualified as an architect in 1895 and was elected an Associate of the Royal Institute of British Architects (ARIBA) in 1896. He commenced practice as an independent architect in Leicester in 1897 and was in partnership with Kenneth Drew Edwards and Percy Kenneth Branson as Brand, Edwards & Branson in Leicester. He also worked with John Shewell Corder (1857-1922) but not in partnership. Brand designed several houses in Leicester, Ipswich and Felixstowe. He designed the wholesale market at Leicester, which opened in 1892.
Brand was elected a Fellow of the Royal Institute of British Architects (FRIBA) in 1930 and was President of the Leicester & Leicestershire Society of Architects from 1929 to 1931.
In addition to his work as an architect, Brand was an artist. He was a member of Ipswich Art Club from 1895 to 1898 and exhibited with them. He also exhibited at the Royal Birmingham Society of Artists and Leicester Society of Artists. He died in Leicester on 27 June 1959.
