Herbert George Bulman was born in Simla, Bengal, India on 1 August 1868. In c.1871 he moved to England and attended Marlborough College. In the 1891 England and Wales Census his occupation as student of architecture and his address as 26, East Crescent, Beech Hill Estate, Enfield, Middlesex; and in the 1911 England and Wales Census his occupation was given as architect and his address as Trevor Hall, Church Hill Road, East Barnet, Hertfordshire. This was given as his address at the time of his death on 15 February 1931
