George Carter was born in Holloway, London, England in 1859. After working in the office of W. H. Carter, and gaining experience in the building trade from 1877 to 1879, he was articled to his father, George Carter, in London from 1879 to 1881, He then remained with him as his assistant until 1887. He also trained with architects in Paris and Brussels. In 1887 he commenced independent practice as an architect, succeeding to his father's practice. He was active as an architect until at least the late 1920s. The address of his office was given as 513 Holloway Road, London in from 1910 to 1927. He died at his home, 1 Clandon Road, Ilford, Essex, on 23 January 1928.
