Horace Raymond Chanter was born in London, England on 11 February 1889 and trained as an architect at Regent Street Polytechnic School of Architecture in London and at University College, London. By 1920 he was in practice as an architect in London. He worked at H.M. Office of Works and, during World War One, at the War Office in London. In 1920 he was appointed assistant to the District Surveyor of Paddington. In the 1930s he was District Surveyor for Hackney East. He was the author of London Building Law (London: Batsford, 1950)
Chanter was elected an Associate of the Royal Institute of British Architects (ARIBA) in 1920 and a Fellow of the Royal Institute of British Architects (FRIBA) in 1934. He was also a Member of the Institution of Structural Engineers (M.I.Struct. E) and was awarded a Certificate of Competency to act as District Surveyor in London
His address was given as 7, Whitehall Gardens, Acton Hill, London in 1923 and 1926; Westminster Bank Chambers, 20 Amhurst Road, Hackney, London in 1930 and 1939; and 134 Chase Road, Southgate, Middlesex in 1957. He died 20 March 1957.
