Victor Gordon Cogswell was born in Portsmouth, Hampshire, England on 1 March 1891 and was the son of the architect Arthur Edward Cogswell (1858-1934). He was articled to his father and George Rake (1829-1883) at their practice, Rake & Cogswell in Portsmouth. He also attended the Bartlett School of Architecture, University College, London. In the early 1920s he formed a partnership with his father and brother, Douglas Rupert Cogswell (1893-1979), as A. E. Cogswell & Sons in Portsmouth. The two sons continued the practice with the title unchanged following the death of their father in 1934.
Victor Gordon Cogswell was elected an Associate of the Royal Institute of British Architects (ARIBA) in 1922 and a Fellow of the Royal Institute of British Architects (FRIBA) in 1939. He died in East Fareham, Hampshire on 14 August 1969.
