William Arthur Downe was borne in Walthamstow, Essex, England on 13 December 1888. Nothing is known about his training or his early career as an architect. He was elected a Licentiate of the Royal Institute of British Architects (LRIBA) in 1931. A detached house in Wimbledon designed by him is discussed in Small Houses £500-£2500, edited by H. Myles Wright, 1937 p.55). His address was given as 40A Meteor Road, Westcliff-on-Sea, Essex in 1939. He died in Southend on Sea, Essex in 1978
