William Carter Fenton was born in Sheffield, Yorkshire, England on 28 June 1861. He was articled to Charles Innocent (1838?-1901) in 1876 and remained with him as his assistant. He also attended Sheffield School of Art. From 1883 to 1897 he worked as Chef Architectural Assistant in Sheffield Corporation Building Department, and was later Chief Building and Architectural Surveyor to Sheffield Corporation.
Fenton commenced independent practice in Sheffield in 1897 and was at one time in partnership with John Robert Hall (1864-1924). He was elected a Fellow of the Royal Institute of British Architects (FRIBA). in 1907 and was president of the Sheffield Society of Architects and Surveyors in 1908-09. He died on 31 December 1950. His death was registered in Wakefield, Yorkshire
