Frank Morrish Harvey was born in Bath, Somerset, England on 21 September 1846 and was articled to Charles John Phipps (1835-1897) in 1864. After leaving Phipps, he worked as an assistant to George Devey (1820-1886) for two years; and to Frederick William Albury (?-1912) in Reading, Berkshire, and to Thomas Meakin Lockwood (1830-1900) in Chester, Chershire. From 1882 to 1888 he was employed as managing assistant to Rowland Plumbe (1838-1919) in London.
Harvey set up his own practice in London in 1888 and in 1892 passed his qualifying exam. From 1893 [or 1903 - sources differ] to 1908 was in partnership with Rowland Plumbe as Rowland Plumbe & Harvey.
Harvey was elected an Associate of the Royal Institute of British Architects (ARIBA) in 1893 and a Fellow of the Royal Institute of British Architects (FRIBA) in 1906. His name does not appear in the Kalendar of the Royal Institute of British Architects after the 1915-16 edition so he probably retired about this time. By 1914 he had moved from London to Burnham-on-Sea, Somerset. He died 7 June 1932. At the time of his death his address was given as 28 Ashley Avenue, Burnham-on-Sea, Somerset at time of death.
