Lionel Stanley Hatchard was born in St. Marylebone, London, England on 20 September 1886. It is not known where or with whom he trained as an architect. During the 1920s he worked for the architect Stanley Philpot in Tunbridge Wells, Kent.
A design for a house by Hatchard was entered in The "Daily Mail" Ideal Houses Competition for Architects, 1927
His address was given as 25 High Street, Tunbridge Wells, Kent in 1934; and Furzefield Barden Road, Speldhurst, Tonbridge, Kent in 1939. He died in Tunbridge Wells, Kent on 22 May 1945
