Raymond Everard Hawkins was born in Cheslyn Hay, Staffordshire, England in 1892. His occupation was given as Architect, Pupil in the 1911 England Census, however, it is not known where or with whom he trained as an architect. From the 1920s until at least the late 1930s he was in practice as an architect in Lancing, Sussex. By 1950 he had returned to Staffordshire and was practising in Channock, Staffordshire.

Hawkins was elected a Licentiate of the Royal Institute of British Architects (LRIBA) in 1931
His address was given as 16 Ship Street, Brighton, Sussex in 1932; “Milton,” Sompting Road, Lancing, Sussex in 1934 and 1939; and Lloyds Bank Chambers, Market Place, Cannock, Staffordshire in 1960. He died on 14 October 1960. His address at the time of his death was 22 Queen Street, Channock, Staffordshire.
