Osborn Cluse Hills was born in Bow, Middlesex [now London], Enland on 11 November 1865 and was articled to his father, Walter Augustus Hills (1835–1917) in London from 1881 to 1886. He also attended classes at the Architectural Association in London, and North London School of Art. He was employed as an assistant to Arthur Harston (1841-1912) and Christopher Harston (1846?-1925) in 1886. After briefly working as an assistant to his father in 1887 [or 1888] he formed a partnership with him as Walter A. Hills & Son. He passed his qualifying exam in 1895 and was elected an Associate of the Royal Institute of British Architects (ARIBA) in 1896 and a Fellow of the Royal Institute of British Architects (FRIBA) in 1905. He was District Surveyor for Hackney. He died in Middlesex on 21 August 1935.
