Edward Charles Homer was born in Southwark, Surrey, England on 9 December 1844 and active as an architect during the late nineteenth century and early early years of the twentieth century. He was a partner with William Henry Ridler in the architectural firm Homer & Ridler, which was dissolved in 1897. He was later in partnership with Christopher William Lucas and George Howard Phillips in the firm Homer, Lucas & Phillips, which had offices in Penzance, Cornwall and was dissolved in 1908; and with A.S. Tomkins and Algernon Sydney Richard Ley (1870-1950) in the Frinton-on-Sea-based firm Tomkins, Homer & Ley. Homer died in Winchmore Hill, Middlesex on 2 November 1914
