Tom Williamson Hooley was born in Manchester, England on 22 June 1872 and attended Liverpool University. He was articled to Thomas Mitchell in Manchester, England in 1888. He then worked as an assistant to Frank Walter Mee (1854-1933) with whom he was briefly in partnership as Mee & Hooley about 1902-03.
Hooley qualified as an architect in 1895 and was elected an Associate of the Royal Institute of British Architects (ARIBA) the following year. He subsequently worked as an architect in Manchester. He was died of injuries he received whilst serving as a Second Lieutenant in France on 3 September 1917 during World War One
