William James Kemp, Jnr. [also known as William James Kemp] was born in St. Pancras, Middlesex [now London], England in 1882 and was the son of the architect William James Kemp [also known as William James Kemp Snr.] with whom he probably trained as an architect. He practised as an architect in London from 1905 in partnership with his father and William Murthwaite How (1873-1957) as Kemp & How.
He was a Member of the Society of Architects (MSA) and in 1925 was admitted a Fellow of the Royal Institute of British Architects (FRIBA). His address was given as 4, Bloomsbury Square, London between 1914 and 1933; and 4 Elms Avenue, Muswell Hill, London in 1939
