Victor Francis Knowles was born in Watford, Hertfordshire on 2 September 1896. By the early 1920s he was in practise as an architect in Watford, Hertfordshire. A bungalow designed by him was Highly Commended in the Daily Mail Architects Competition for Labour-Saving Bungalows in 1922.
His address was given as 116, Villiers Road, Oxhey, Watford, Hertfordshire in 1922; and 93 Hempstead Road, Watford, Hertfordshire in 1939 and 1958. He died at Orsett Lodge Hospital, near Tilbury, Essex on 24 July 1924
