Richard Bertram Ling was born in Addlestone, Surrey, England on 11 May 1884 . From 1898 to 1907 he worked in Battersea Borough Council Architects' Department. During these years he also attended classes at King's College, London; the Architectural Association Schools; the Royal Academy Schools in London (from 30 1907 to July 1910) ; and at Battersea Polytechnic in London. He was awarded the Royal Academy First Silver Medal for Architectural drawing.
Ling commenced practice as and architect in London in 1908 and in 1911 passed his qualifying exam He was District Surveyor for Camberwell North in the 1930s
He was elected an Associate of the Royal Institute of British Architects (ARIBA) in 1912, and a Fellow of the Royal Institute of British Architects (FRIBA) in 1932.
His address was given as 119 West Side, Clapham Common in 1914 and 32 Camberwell Grove, London in 1939. He died in Sydenham, London on 9 May 1954.
