John Curtis Millgate was born in Newport, Isle of Wight, Hampshire, England in 1867 and was articled to William Tucker Stratton in Newport (1827?-1899). He commenced independent practice as an architect in Newport in 1891. He was an Associate of the Hampshire and Isle of Wight Architectural Association.
His address was given as 21, Quay Street, Newport, Isle of Wight, and Canterbury House, Newport, Isle of Wight in 1914; and 80 Castle Road, Newport, Isle of Wight in 1926 and 1956. He died on the Isle of Wight on 19 June 1956.
