John Howard Morgan was born in Carmarthen, Carmarthenshire, Wales in 1865 and was
the son of the architect George Morgan (1835–1915). He was articled to Thomas Charles Sorby in London. He also attended University College, London and the Architectural Association Schools in London. He worked as assistant to George Morgan in Carmarthen in 1884. In 1885 he commenced practice as an independent architect in Carmarthen with his father.
John Howard Morgan was elected a Fellow of the Royal Institute of British Architects (FRIBA) in 1906. His address was given as 24, King Street, Carmarthen in 1906 and 1930. He died in Carmarthen, Carmarthenshire on 11 February 1931
