William Vincent Morgan was born in Carmarthen, Carmarthenshire, Wales in 1875 and was articled to his father, George Morgan (1834-1915), and his brother, John Howard Morgan (1865-1931) of George Morgan & Son in Carmarthen from 1893 to 1898. He also attended the Architectural Association Schools in London. He worked as an assistant to Alfred Burnell Burnell (1860?-1910) in 1898; and to Alexander Paul McAlister (1870-1937) from 1899. He qualified as an architect in 1900 and was elected an Associate of the Royal Institute of British Architects the following year, He commenced independent practice as an architect in Carmarthen in 1901 and in 1907 was appointed Architect to Carmarthenshire County County Council, a position he held for several years. His address was given as 24 King Street, Carmarthen, Wales in 1901, and Hillside, Carmarthen in 1920 and 1930. He died in Tenby, Pembrokeshire, Wales on 6 March 1957
