Percy Morris was born in Lewes, Sussex, England on 16 November 1867 and was articled to George Fuller in Lewes from 1884 to 1889. He worked as a draughtsman with Henry Stock (1824?-1909), Robert Page (?-1920) and Henry William Stock (1851-1906) of Stock, Page & Stock in London from 1892 to 1897). He also attended the Architectural Association Schools in London. He commenced practice as an architect in Bath, Somerset in 1898 and was appointed Architect to Devon Education Committee in 1903 and was Devon County Architect from 1926 to 1934.
He was elected an Associate of the Royal Institute of British Architects (ARIBA) in 1897 and a Fellow of the Royal Institute of British Architects (FRIBA) in 1917. His address was given as 2 Heavitree Park, Exeter, Devon in 1911 and 1930; 1, Richmond Road, Exeter, Devon in 1914; 1, Blackall Road, Exeter in 1923 and 1926.; and 1 Milford Lane, Exeter, Devon in 1934. He died on 27 April 1945. His death was registered in Exeter, Devon.
