Charles William Cashmore Needham was born in Burton-Upon-Trent, Staffordshire, England on 20 March 1893 and was the son of the architect Samuel Needham (1868-1927) with whom he may have received his training. By the early 1920s he had qualified as an architect and was in partnership with his father as S. Needham & Son in York, Yorkshire. By 1923 he had been appointed Instructor in Architecture at York School of Arts and Crafts.
Following the death of his father in 1927 he continued to run the practice alone retaining the original title of the business. He was elected an Associate of the Royal Institute of British Architects (ARIBA) in 1921 and a Fellow of the Royal Institute of British Architects (FRIBA) in 1935.
His address was given as 3 New Walk Terrace, York in 1911 and 1914; 29, High Ousegate, York in 1923 and 1935; and 3 Dunscombe Place, York and Gatesgarth, 17 Ainsty Grove, York in 1936 and 1962. He died in York on 17 April 1962
