Cecil James Parker was born in Bristol, Gloucestershire, England on 31 December 1906. It is not known where he trained as an architect. He was elected an Associate of the Royal Institute of British Architects (ARIBA) in 1928. He practised as an architect in London and from 1936 to 1940 was State Architect in Jaipur, India. He also worked as an architect in Singapore in the 1950s. His death was registered in Richmond upon Thames, Surrey in 1972
