Charles Henry Potter was born in Matlock, Derbyshire, England on 26 March 1883. In the 1901 England and Wales Census he gave his occupation as art student. By the mid-1900s he was practising as an architect in Manchester, however it is not know where or with with whom he trained in the profession. In 1906-07 he was in partnership with Alfred Ernest Dixon as Dixon & Potter at 65 King Street, Manchester and later 9 St. James's Square, Manchester. Thereafter, he appears to have practised alone.
In 1910 he came Equal Second in a competition to design the Central Library in Blackpool. His designs are illustrated in British Competitions in Architecture vol. 3, no. 26, November 1909 pp. 39-41.
His address was given as 20 Cross St., Manchester in 1911, and 4 Grange Avenue, Hale, Cheshire in 1939. He died on 16 November 1962 and was buried in Matlock, Derbyshire.
