Thomas Taliesin Rees was born in Birkenhead, Cheshire, England in 1865. He was apprenticed to Edward Legge, Son & Co., Building Contractors in Birkenhead from 1881 to 1883 and was articled to Mills & Fletcher in Birkenhead from 1883 to 1887. He then worked as assistant and later head draughtsman with Thomas William Cubbon from 1887. He also attended University College, London. He qualified as an architect in 1892 and commenced independent practice as an architect in c.1892. From 1918 he was in partnership with Richard Holt (1861-1948) in Liverpool.
Rees was consulting architect to King Edward VII Memorial Association Hospitals in North Wales. He was elected an Associate of the Royal institute of British Architects (ARIBA) in 1892 and a Fellow of the Royal Institute of British Architects (FRIBA) in 1899. He died in Birkenhead, Cheshire in c.1943
