Frank B. Smith was born in Oswestry, Shropshire, England in 1872 and was articled to his father, Edward B. Smith (1844-?). He worked as an assistant to Thomas Oliver (1824-1902) and Richard John Leeson (1850-1914) of Oliver & Leeson in Newcastle-upon-Tyne. He commenced independent practice in Port Talbot, Glamorganshire, Wales in 1895.
He was a Member of the Society of Architects (MSA). His address was given as The Poplars, Aberavon, Glamorganshire in 1914; and St. Oswald's Chambers, Part Talbot, Glamorganshire in 1914 and 1926. His death was registered in Neath, Glamorganshire in 1937
