William Charles Spencer was born on 1 April 1888. By the early 1920s he was practising as an architect and in 1925 was elected a Licentiate of the Royal Institute of British Architects (LRIBA), however, it is not known where or with whom he trained. A design for a house by him was entered in The "Daily Mail" Ideal Houses Competition for Architects, 1927. By the mid-1930s he was employed in the County Architect's Office, Nottingham
His address was given as 62, Sherwood Vale, Mapperley Rise, Nottingham in 1927 and 1930; and County Architect's Office, Shire Hall, Nottingham in 1935 and 1939; and 27 Bonington Road, Arnold, Nottinghamshire in 1939. He died in Easthampstead, Berkshire in 1972
