Reginald James Tollitt was born in Oxford, Oxfordshire, England in 1870. After studying at Fitzwilliam Hall, Cambridge, he was articled his father, Henry James Tollitt (1835-1935) in Oxford. He also gained practical experience working as an assistant to J. Parnell & Son, a building firm in Rugby. In 1902 he commenced independent practice in Cambridge.
Tollitt was a Member of the Society of Architects (MSA) and a Member of the Quantity Surveyors Association (MQSA). His address was given as Sussex Chambers, 22, Sussex Street, Cambridge and "Primrose Croft," Cambridge in 1914 and 1923; and West End Bungalow, Lytham, Warton, Preston, Lancashire in 1952. He died in Lytham, Lancashire on 29 April 1952
