Albert John Toomer was born in Wells, Somerset, England on 18 November 1872. He was articled to Edwin Hippisley (1844-1897) of Hippisley & Sons in Wells in 1887 and remained as an assistant until 1897. He also worked as an assistant to James Henry Money (1835-1918) in Newbury in 1897-98, and in the War Office Architects' Department, Northern Command from 1898 to 1914.
In 1919, Toomer began working for Somerset County Council and from 1922 to 1938 he was Somerset County Architect He was elected a Licentiate of the Royal Institute of the Royal Institute of British Architects (LRIBA) in 1910 and admitted a Fellow of the Royal Institute of British Architects (FRIBA) in 1936..
His address was given as "Dulcote", Strensall, York, Yorkshire in 1910 and 1914; 1, Belvedere Beach Road, Weston-super-Mare, Somerset in 1923; Lloyds Bank Chambers, Weston-super-Mare, Somerset in 1926; Covent Garden, Park Street, Taunton, Somerset in 1930; and 3 The Crescent, Taunton, Somerset and Dipford Way, Trull, Taunton, Somerset in 1939. He died in Weston-super-Mare, Somerset on 24 July 1956.
