William Fleming Wilkie was born in Mylnefield, Invergowrie, Scotland on 24 July 1876. He was articled to Thomas Martin Cappon (1863-1939) from 1892 to 1896 and remained as his assistant until 1897. He then worked as an assistant to James Glen Sivewright Gibson (1864-1955) and Samuel Bridgman Russell (1864-1955) of Gibson & Russell in 1899-1900, and to London County Council Architects' Department in 1900-01. He attended Dundee Technical Institute, and the Royal Academy Schools and Architectural Association Schools in London.
Wilkie commenced independent practice as an architect Dundee, Scotland in 1901 and from that year was in partnership with Patrick Hill Thoms (1873-1946) as Thoms & Wilkie. He had effectively withdrawn from his partnership with Thoms by 1925 but the name of the firm remained unchanged for many years after that.
Wilkie was elected a Fellow of the Royal Institute of British Architects (FRIBA) in 1906. He appears not to have practised as an architect after the mid-1920s. and died in Oxford, England on 23 July 1961
