Thomas Edgar Eccles was born in Ash, Lancashire, England on 1 March 1865. He worked in the offices of George Enoch Grayson (1833?-1912) and Edward Augustus Lyle Ould (1852-1909) from 1884 to 1889; and with Edward John Taylor (1841-1891) in 1890. He qualified as an architect in 1890 and commenced independent practice as an architect in Liverpool that year. From 1890 to 1919 he was in partnership with John Woolfall (1838-1919). in the Liverpool-based architectural firm Woolfall & Eccles. In 1919 he formed a new partnership in Liverpool with David Gordon McIntosh (1873-1956) as Eccles & McIntosh which continued until his death.
Eccles was elected an Associate of the Royal Institute of British architects (ARIBA) in 1890 and a Fellow of the Royal Institute of British Architects (FEIBA) in 1903. He was also a member of the Liverpool Architectural Association and its President from 1908 to 1910. He died on 16 July 1946. His death was registered in Cheshire.
