John Woolfall was born in Huyton, near Liverpool, England on 25 February 1838. He was articled to E. Davis in Liverpool and worked as an assistant to C. E. Grayson. He commenced practice as an architect in 1890 when, with Thomas Edgar Eccles (1865-1946), he formed Woolfall & Eccles, a Liverpool-based architectural firm. The partnership ceased following the death of Woolfall.
Woolfall was elected a Fellow of the Royal Institute of British Architects FRIBA) in 1903 He died in Formby, Lancashire on 2 February 1919.
