Charles France was born in Wakefield, Yorkshire, England in 1833. He was articled to John Dobson (1787-1865) in Leeds from 1852 to 1856 and remained with him briefly as his assistant. He then worked as an assistant to John Wignall Leather, an engineer in Leeds from 1856 to 1858; and to Eli Milnes (1830-1899) in Bradford from 1858. In 1863 Milnes took him into partnership as Milnes & France, and in 1888 Milnes's son, Charles Edward Milnes (1862-1935) and France's son, Arthur Alderson France (1863-1916) became partners in the firm.
Charles France was elected a Fellow of the Royal Institute of British Architects (FRIBA) in 1893. He was also a member of Bradford Society of Architects and Surveyors, and its President. He died in Horsforth, Yorkshire on 8 October 1902
