Charles Ower [also known as Charles Ower, Jnr.] was born in Dundee, Forfarshire, Scotland on 23 June 1849 and was articled to his father, Charles Ower (1813-1876), a civil engineer, from c.1864 to 1869. He then studied architecture at the the South Kensington Schools in London. Following his return to Dundee, he joined his father in partnership from 1873 to May 1874 when Charles Ower, Senior withdrew from the practice. Charles Ower, Junior then formed a new partnership, C & L Ower, with his brother, Leslie Ower (1851-1916). When this was dissolved in 1898, Charles Ower, Junior continued in practice as C. Ower & Co. He was a Fellow of the Society of Architects, Scotland (FSA.Scot). He died in Broughty Ferry, Dundee on 25 December 1921.
