Alwyn Edward Rice was born Maryport, Cumberland, England on 4 November 1909 and attended the University of Liverpool School of Architecture from 1928 to 1933 and was awarded a B. Arch. in 1933 and was elected an Associate of the Royal Institute of British Architects (ARIBA) in 1936. After leaving the University of Liverpool he assisted Herbert Rowse (1887-1963) in the design of the New Philharmonic Hall in Liverpool.
During World War Two he assisted William Holford (1907-1975) on the design of buildings for munitions workers.
Rice's address was given as 8 Somerville Road, Waterloo, Lancashire in 1911; 27 Cavendish Drive, Birkenhead, Cheshire in 1939; and Croft Bank, Hessle Drive, Hesswall, Wirral, Merseyside in 1979. He died in Wirral, Merseyside on 18 October 1979
