Charles Theodore Clegg was born in Manchester, England on 4 June 1861, the son of the architect Charles Clegg (1828-1922). He studied at the South Kensington Art School in London before returning to Manchester to join his father's practice in 1882. Not long after Frederick Knowles (1859-?) joined the practice which became Clegg Son & Knowles. Knowles resigned in 1885 and the practice contined as Charles Clegg and Son.
T. A. Clegg was a elected Fellow of the Manchester Society of Architects. He died in Cheshire on 13 April 1930.
